Mayor Maciol called the Organizational Meeting to order at 7:02 PM followed by the pledge to the flag and roll call.


Present:  Mayor Maciol, Trustee Baryla-White, Trustee Bialek, Trustee Jarosz and Trustee Semeniak

Trustee Semeniak made a motion seconded by Trustee White to approve the following appointments by Mayor Maciol for 2007/2008:

Mayor Maciol made the following appointments:

Deputy Mayor - John Semeniak

Police Commissioner - Robert Maciol

Fire Commissioner - John Bialek

Parks & Recreation Commissioner - Susan White

Trustee Jarosz made a motion seconded by Trustee White to designate the second Tuesday of each month for official monthly meeting night.


Trustee White made a motion seconded by Trustee Semeniak to designate the Utica Observer Dispatch as our official Newspaper.


Trustee Semeniak made a motion seconded by Trustee White to designate Citizens Bank, NBT Bank and Bank of America as the Village banking institutions.


Trustee Semeniak made a motion seconded by Trustee White to designate the mileage rate at the IRS rate. (Presently at .485 per mile)


The following policies were reviewed by the Trustees:  Procurement Policy, Investment Policy, Village Bonding, and Phase II Storm Water Update/Review.


Trustee Semeniak made a motion seconded by Trustee White to open the public hearing on the 2007/2008 Budget at 7:10 PM.

Trustee Semeniak gave an overview of the 07/08 budget that was presented to the Clerk on March 20th, 2007.  An amended budget is presented tonight with Buildings Contractual A1620.4 amended from 85,000.00 to 75,000.00 and Medical Insurance A9060.8 amended from 196,000.00 to 191,000.00 which lowered our tax rate from $31.36 per thousand to $30.67 per thousand.

Trustee Bialek stated that we still need to look at the Police Department schedule.  We need to look at areas that we can hold the line with in all departments and try to cut expenses.

John Montrose is concerned with the high health insurances cost for the elected officials.

Trustee Bialek would like to add a column on future budget worksheets for the pervious years actual amounts spent for a reference while working on the budget.

Trustee Semeniak stated that we need to monitor the vouchers throughout the year.

Trustee Bialek stated that we need to keep our fixed assets up-to-date.  No purchase should be made without filling out a fixed asset sheet, same for sold items.

With no further discussion on the budget, Trustee Semeniak made a motion seconded by Trustee White to close the public hearing at 7:50 PM.


Trustee Semeniak made a motion seconded by Trustee White to adopt the 2007/2008 budget as presented.

MS4 Local Law Reviews - everyone received a copy of the three local laws for our MS4 requirements.  Please look over before our April 10th meeting.


Multi-fuel Furnaces Local Law - everyone received a copy, please look over before our April 10th meeting.


NYCOM Conferences - May 16-17 - Main Street West Economic Development Conference at the Sheraton University Hotel in Syracuse.  Volunteer Fire Department Conference May 10th in Vernon.


Clean-up Day - April 28th along the banks of Sauquoit Creek.


Road Striping - Trustee Semeniak made a motion seconded by Trustee Jarosz to allow the Mayor to sign the annual road striping agreement with the Oneida County Department of Public Works for spring.


Geese Problem - Twin Ponds is requesting a polytechnic permit for the control of geese on the property.  They have been in contact with the DEC for advice and direction on handling them.  Trustee Bialek made a motion seconded by Trustee White to allow the Mayor to sign a pyrotechnics permit to allow them to discharge pyrotechnics for the control of geese on Twin Ponds.



Fire House Apron Matter - Mayor gave Trustee's a copy of Al's memo to look over before the April 10th meeting.



Trustee Semeniak - would like a sympathy card sent to the family of Richard Joswick Sr.

Trustee Jarosz - has been approached regarding the spraying of the Little League field with chemicals. He is concerned with the chemicals on the grass with the children playing and also the growing of the grass after the chemicals are applied for the highway to keep up.  Everyone suggested leaving it alone until after the Little League season ends.

Concerned with the sanitary and storm sewer problems on Henderson Street, the people want to be reimbursed for their expenses.  Mayor stated we can not compensate people for their damage.

We need to look into storm water sewers on Royal Brook Lane also.

Trustee White - thought the budget process went smooth, need to coordinate meetings so everyone can be present at the budget meetings.

Trustee Bialek - need some flexibility in scheduling the budget meetings.


Trustee Semeniak made a motion seconded by Trustee White to enter into executive session for a personnel matter at 8:35 PM.


Executive session adjourned at 9:20 PM.  No action taken.
