Mayor Maciol called the Annual Organizational Meeting to order at 7 PM followed by the pledge to the flag and roll call.
Present: Mayor Maciol, Trustee Bialek, Trustee Jarosz, Trustee McCoy and Trustee Semeniak
Appointments by the Mayor - Resolution 22-2008 - Trustee Semeniak made a motion seconded by Trustee Jarosz to approve the following list of appointments:
Mayor Appointments - Mayor Maciol made the following appointments:
Deputy Mayor - John Semeniak
Police Commissioner - Robert Maciol
Fire Commissioner - John Bialek
Parks & Recreation Commissioner - Ken McCoy
Highway Commissioner - Ken Jarosz
I am assigning each Trustee with some responsibilities to oversee, and when required, report back to the board. They are as follows:
Trustee/Highway Commissioner Jarosz: All buildings & grounds matters
(repairs, remodeling, landscaping), Library Board liaison
Trustee /Parks Commissioner McCoy: Community events liaison
Trustee/Fire Commissioner Bialek: Code matters
Trustee/Deputy Mayor Semeniak: All village insurance matters
Mayor Maciol: Senior group liaison, New York Mills School liaison, Planning Board & Zoning Board of Appeals liaison, New York Mills Little League, Trees.
I would like these to take effect with the matter of the yearly organizational meeting held today.
Resolution 23-2008 - Trustee Semeniak made a motion seconded by Trustee McCoy to designate the second Tuesday of each month for official monthly meeting night.
Resolution 24-2008 - Trustee Jarosz made a motion seconded by Trustee Semeniak to designate the Observer-Dispatch as the official newspaper.
Resolution 25-2008 - Trustee Semeniak made a motion seconded by Trustee McCoy to designate Citizen Bank, NBT Bank, and Bank of America as the village banking institutions.
Resolution 26-2008 - Trustee Semeniak made a motion seconded by Trustee McCoy to designate the mileage rate at the IRS rate. (Presently .505 per mile)
The following were reviewed: Procurement Policy, Investment Policy, Village Bonding, and Phase II Storm Water Update/Review.
Along with reviewing the above procedures the following General Rules of Procedure were adopted by Resolution 27-2008 by Trustee Jarosz and a second by Trustee Bialek:
•· The Mayor presides at the meeting. In the Mayor's absence, the Deputy Mayor presides.
•· The presiding officer may debate, make motions, and take any other action that other Board members may take.
•· Board members are not required to rise but must be recognized by the presiding officer before making motions and speaking.
•· Motions require a second, but in the event of no second, the motion is considered defeated.
•· A member, once recognized, may not be interrupted when speaking unless it is to call him/her to order. If a member is called to order, they must cease speaking until the question of order is determined. If the member is in order, he may proceed.
•· A member may not be limited in the number of times he speaks on a question.
•· Motions to close or limit debate require a two-thirds vote.

Resolution 28-2008 - Trustee Semeniak made a motion seconded by Trustee Bialek to hold a public hearing on the 2008/2009 tentative budget on April 15th at 7 PM.
Discussion on the location of the 50 foot flag pole (donated by the New York Mills/Whitestown Lions Club and Stanley and Steve Wolanin) at the Veterans' Park for the 19 foot by 12 foot flag that flew over Pearl Harbor that has been given to us. Board members will look at the designated areas and bring back comments.
Trustee Semeniak made a motion seconded by Trustee McCoy to adjourn the Annual Organizational Meeting. Mayor Maciol adjourned the meeting at 7:48 PM.
