June 10, 2008: Regular Board Meeting


Mayor Maciol called the meeting to order at 7 PM followed by the pledge to the flag and roll call.

Present:  Mayor Maciol, Trustee Bialek, Trustee Jarosz, Trustee McCoy and Trustee Semeniak

Also present Chief Frankland, Supt Cotrupe, Engineer Al Swierczek, and Village Attorney Bill Borrill.

Trustee Semeniak made a motion seconded by Trustee Bialek to accept Abstract #1; general vouchers A001-A047 in the amount of $120,876.67, Library vouchers L001-L008 in the amount of $4,121.26 for a total of $124,997.93.

No Treasurer's report.

Trustee Semeniak made a motion seconded by Trustee Jarosz to accept the minutes of the May 13th meeting as presented.

Trustee Bialek made a motion seconded by Trustee McCoy to accept the May 28th End-of-Year minutes with the following change: replace "feels we won't be able to maintain all our equipment" with "Doesn't agree we should have to maintain both."


Recreation - Trustee McCoy reported he met with the park employees and will meet again to finalize the summer schedule.  Parks will open June 30th.  Will also be meeting with Ms. Pett to check the supplies.  Concerts are going well.  Had our first rain cancellation today.

Police - Chief Frankland gave his report which is on file in the Clerk's office.  Chief asked permission to purchase a standalone air conditioner for the Police Department due to the present air conditioning not working properly.

•Ø  Trustee Semeniak is ok with purchasing on an emergency basis if nothing else can be done with the present system, should call Walt first thing in the AM.

•Ø  Trustee Bialek feels we need to have other people look at the present system and repair the existing equipment.

•Ø  Trustee Jarosz would like to look at the standalone system with Chief.

•Ø  Trustee McCoy is ok with it.

Mayor thanked the Chief for his hard work with the after Prom Party May 31st.  The kids had a great time.

Trustee Semeniak made a motion seconded by trustee McCoy to accept the Police report.

Highway - Joe gave his report which is on file in the Clerk's office.  Mayor thanked him and his department for all the good work, the village looks good.

Trustee Jarosz would like to look into a new lock system on the bathrooms at the Pietryka Park, they are pretty hard to open; the board is ok with this.  Stated we also need to address the double doors on the clubhouse, they are very easy to break into.

Trustee Semeniak made a motion seconded by Trustee Bialek to accept the Highway report.

Fire Department - Trustee Bialek reported our Fire Department responded to the Brewery fire.  We received a thank you letter from Commissioner Dan Labella.

Code Enforcement - Mayor gave report in Dave's absence, report is on file in Clerk's office.  Trustee Bialek made a motion seconded by Trustee McCoy to accept the written Codes report.

Engineer - All reported 1) he is preparing material for the paving bids; 2) the sewer repairs are continuing, and 3) the storm water SPEDS reports are signed and mailed.

He is looking for suggestions for the storm water work.

Attorney - nothing


ZBA & Planning Board Alternates - Mayor will have recommendations for the July meeting.  The local laws were filed with the state on May 19, 008.

Land Use Conference - will be held Saturday September 27th from 8:30 am to 3 PM at MVCC Information Technology Building if anyone is interested

Fire Department Conference- Resolution 63-2008 -Trustee Bialek made a motion seconded by Trustee Jarosz to give Chief Glenn permission to attend the Fire Chief's conference in Lake George June 12 & 13.

Windows - received estimates form:

                        Peter's Glass                           $695.00

                        Sahl's Glass                             $985.00

Resolution 64-2008 -Trustee Jarosz made a motion seconded by Trustee Bialek to have Peter's Glass repair the windows per quote.

Newsletter Articles - please have articles to Clerk by June 27th.

Fire Department Resignation - The board accepted the resignation on William Gamba who no longer resides in the village.

Basketball Program - Rick Surprenant would like to start a summer basketball program with 5th and 6th grade boys and girls on Monday's from 6 to 8 PM starting on June 23rd.  Resolution 65-2008 -Trustee Jarosz made a motion seconded by trustee McCoy to allow Rick to start the above noted basketball program.

Burrstone Road Paving -NYS DOT project will begin on June 23rd for approx 3 to 4 weeks with work being done during daylight hours during the week.  It will be necessary to alternate one way traffic around the work zone.


Bell - Firehouse - Trustee Jarosz is working on having the pillars fixed.


•Ø  Received the NYCOM Award in which the Village was recognized for its #2 Mill Site Re-Development of the New York Mills Senior Center project. Our project was awarded 2nd place.

•Ø  Mayor Maciol presented Village Clerk/Treasurer Sharon Guca with a plaque naming her to the 2008 Municipal Clerks Honor Roll.

•Ø  Thanked the Highway Department for their assistance helping the 4th Grade class at NYM release trout in the Sauquoit Creek that they raised.

•Ø  The 50 foot flag pole was installed Monday June 9th.  There will be a short ceremony June 14th.  A special thanks to the NYM/Whitestown Lions Club and Wolanin Funeral Home and Steve Wolanin for donating the flag pole.

•Ø  Will look further into reconditioning the brick pillars by McCraith.

•Ø  There will be an Erie Canal Memorial Park Dedication Ceremony June 14th in Whitesboro.


Trustee McCoy - attended the 85th Anniversary of the Sacred Heart of Jesus Polish National Catholic Church along with the Mayor.  It was a very nice celebration.

Trustee Bialek - questioned the correspondence regarding Mayor Pugh and Chuck Gibbs meeting on the fire contract.

Trustee Jarosz - nothing

Trustee Semeniak - nothing

John Montrose thanked the Mayor, Trustees, Highway and everyone for all the work around the 9-11 Memorial.

Trustee Semeniak made a motion seconded by Trustee Jarosz to adjourn the meeting at 7:50 PM and enter into Executive Session to discuss a police personnel matter.

Trustee Jarosz made a motion seconded by Trustee McCoy to adjourn Executive Session at 8:06 PM with no action taken.

Mayor Maciol resumed the meeting to insure there was no other business to address and with there being none, the regular meeting was adjourned at 8:12 PM on a motion by Trustee Bialek and a second by Trustee Jarosz.
