November 25, 2008: Special Meeting


Mayor Maciol called the special meeting to order at 6:34pm followed by the pledge to the flag and roll call.

Present: Mayor Maciol, Trustee Bialek, Trustee Jarosz, Trustee McCoy, and Trustee Semeniak

Mayor opened the meeting by asking Trustee Semeniak to do a follow-up to the Johnson Controls energy audit project.

Trustee Semeniak briefly spoke about the debt service schedule that he emailed to the board members.  He also explained that the $14,000 fee by Johnson Controls is figured into the overall project.  He also stated that Johnson Controls presented the same type of preliminary audits to the Town of New Hartford and to the City of Utica.  They are also awaiting decisions from them.

Trustee Jarosz reports that due to the weather he has not yet contacted the air conditioning man.

Trustee Bialek suggests contacting resident Ron Miller regarding his energy generation project to see if that type of system could assist us.

Trustee McCoy suggested using DPW staff to do some weatherization maintenance such as caulking, insulating, etc. The board all agreed.

In summary, Trustee Semeniak will contact Johnson Controls representative and advise them that due to the current economic conditions, we will put this project on hold for now.

Library Technician Position

After much discussion, the board unanimously decided to present the following to the Library Board regarding the vacant position:

•Ø  The position will pay $16,000 - $18,000 annually depending on experience of the applicant;

•Ø  The work week will consist of six (6) hours per day, five (5) days per week;

•Ø  There will be no health insurance benefit;

•Ø  The employee will be entitled to one week's vacation initially and will be increased to two (2) weeks at the third year of service;

•Ø  They will receive five (5) sick days per calendar years with the ability to accumulate up to ten (10) sick days;

•Ø  There will be no other benefits other than those just specified.

The Library Board will advertise this position through the Mid York network and the Village will post it on their website, in the December newsletter, and send posting to the New York Mills School.  Application will be accepted through December.

The Library Board will do the interviews and make a recommendation to the Village Board for approval.

Regarding other Library matters, the following recommendations will be made to the Library Board from the Village Board;

•Ø  The Library should be open on snow days for the school to accommodate the study needs of the children.  If the weather is unsafe for travel, then a determination for closure would be made by the Library Board;

•Ø  The Library Technician should not need any more than thirty (30) minutes of preparation time before the opening of the Library daily.

Police Chief Matter

Trustee Semeniak requested the status of the Intermunicipal shared services grant with the Whitesboro Council of Villages Police Consolidation study.  Mayor will check with Mayor Pugh as the most recent correspondence from County Planner/Grant Writer Fred Cook went to him as the Council Chairman.  Mayor will provide an update regarding the grant and its deadline.

Mayor explained the letter from Whitestown's Police Commission that said their initial offer of sharing a Police Chief is not permissible pursuant to Civil Service Law.  The written opinion came from their Town Attorney.

Trustee Semeniak feels we need to explore the option of a part time chief and he has spoken to NYCOM and they told him it is possible.

Mayor provided conflicting opinions regarding part time Police Chiefs due to the number of full time officers we currently have.  Mayor feels that interviews with those on the Chief's list need to be scheduled.

Trustee Bialek feels we need a solid answer to the question about the part time chief possibility.  Mayor will get written responses from NYCOM and Civil Service for the Board.

Trustee McCoy and Trustee Jarosz agree that interviews should be scheduled.  Tentative dates for the interview will be December 15th and 16th.

Trustee Business

Trustee Bialek gave an update on the Whitestown Fire Contract and spoke about the issue of depreciation that has been a topic of discussion lately.

Trustee Semeniak is concerned about the current economic conditions around us and wants to insure careful spending.  Mayor will send a memo to all Department Heads.

Motion by Trustee McCoy and a second by Trustee Semeniak to adjourn the meeting at 8:42 pm.
