Mayor Maciol called the regular board meeting to order at 7 PM followed by the pledge to the flag and roll call.
Present: Mayor Maciol, Trustee Jarosz, Trustee McCoy, and Trustee Semeniak
Absent: Trustee Bialek
Also present: Village Attorney Borrill, Village Engineer Swierczek, Sgt Soja, and Highway Supt Cotrupe
Trustee Semeniak made a motion seconded by Trustee McCoy to accept Abstract #7: general vouchers A356-A406 in the amount of $134,580.39, Library vouchers L067-L075 in the amount of $5,444.65 for a total of $140,025.04.
Trustee Semeniak made a motion seconded by Trustee McCoy to approve the November Treasurer report as presented.

Trustee Jarosz made a motion seconded by Trustee McCoy to approve the minutes of the November 12th workshop and meeting as presented.
Trustee Semeniak made a motion seconded by Trustee McCoy to approve the minutes of the November 25th special meeting as presented.
Recreation - Trustee McCoy reported the final meeting for Holiday on Main Street will be Thursday 12/11 at the church at 7 pm. Everything else is good.
Police - Sgt Soja gave his report which is on file in the Clerk's office. 526 and 528 are both back in service from repairs from accidents. The tracs system has been updated with the help of UPD; it is now up and running with training for the officers scheduled.
Trustee McCoy made a motion seconded by Trustee Jarosz to approve the Police report.
Highway - Joe gave his report which is on file in the Clerk's office.
Trustee Semeniak made a motion seconded by Trustee McCoy to approve the Highway report.
Fire Department -Mayor reported the Town of Whitestown will hold a public hearing on the Fire Contracts on December 17th.
Code Enforcement - no report, Dave is out of town.
Engineer - Al reported National Water Main came back and is almost done sealing the sewers on Henderson Street, should be done next week weather permitting.
Mill #4 Pillar Bids - only had one bid come back, there were five bids out. Lupini Construction has a base bid of $9,831.00 with an Additional Alternate #1 for $7,100.00 for a total bid of $16,931.00. Resolution 120-2008-Trustee Semeniak made a motion seconded by Trustee Jarosz to reject the bid from Lupini Construction due to excessive amount of project bid.
Al will also look into infrastructure grants.
Attorney - Bill had nothing to report.
New York Mills School Request - they are asking if the village would be willing to pick up the cost of providing power to the flashing beacons or pay an annual maintenance fee. Resolution 121-2008 -After discussion Trustee Semeniak made a motion seconded by Trustee McCoy to have the village pay for the electric portion contingent upon the opinion of the Village Attorney.

Sauquoit Creek Basin Erosion - Had a meeting on November 21st with board members, Highway Supt, Village Engineer, members of the Railroad, NYS DOT, and National Grid. It was decided that the erosion at this point is causing no danger. The Railroad will bring in crushed stone until spring and will refurbish the area in the spring with the help of the Sauquoit Creek Basin and village help.
Planning Board Re-Appointment - Resolution 122-2008 - Trustee Jarosz made a motion seconded by Trustee McCoy to re-appoint Joseph Cottadoris to the Zoning Board as an Alternate.
Towing Rotation - received four applications, Mayor drew names to decide the order.

Energy Training - will be January 20, 2008 at the Boonville Municipal Building from 1pm to 4:30 pm.
Approval of Fire Department Elections - Resolution 123-2008 -Trustee Semeniak made a motion seconded by Trustee McCoy to approve the list of 2009 Fire Department officers (see attached list).
Acceptance of New Fire Fighters - Resolution 124-2008 - Trustee McCoy made a motion seconded by Trustee Semeniak to approve the probationary status of the following new Fire Fighters:
Jesse Fox, Alan Zwierecki, Joseph Nasso, James Zwijacz.
Police Chief Vacancy - Mayor and Board will be holding interviews on December 17th and 18th for five candidates. Mayor will report back to everyone in January.
Library Technician Vacancy - The Library Board went with the recommendations of the village board and will be accepting applications until the end of December.
Energy Study - Trustee Semeniak spoke with Mr. Kalwara and explained our budget situation at the present time but would liket to discuss again in the future.
NYRI - waiting for the final research to be finished then we will get the results in writing from our Village Attorney.
•Ø Received responses from our resolution regarding the concerns with the state, made copies for the board.
•Ø Received a thank you from Mr. & Mrs. Sampson for cleaning the area so storm water would run freely.
•Ø The Town of New Hartford and the Fire Department will schedule a meeting to sit down to work on the agreement for the Park Project.
•Ø Reminded department heads about the spending memo.
•Ø Resolution 125-2008 - Trustee Semeniak made a motion seconded by Trustee Jarosz to have the Clerk/Treasurer open a municipal checking account for the remainder of the 911 money in the amount of $176.16.
•Ø Mayor attended a welcome home combat ceremony last Saturday at the Reserve Center.
•Ø Resolution 126-2008 - Trustee McCoy made a motion seconded by Trustee Jarosz to pre-approve a request from the NYMFDLA to use the fire house for their annual Blood Drive January 10, 2009 pending Fire Department approval.
•Ø Looking to see if anyone has any background on the NYM Center for the Arts.

With no further business Trustee Semeniak made a motion seconded by Trustee McCoy to adjourn the board meeting.
Mayor Maciol adjourned the meeting at 8:05 PM.
