Mayor Maciol called the Regular Board Meeting to order at 7:00 PM following the pledge to the flag, a moment of silence for Marine Lance Corporal Blaise Oleski of Floyd, and Marine Lance Corporal Daniel Geary of Rome killed in Afghanistan, and those killed in the American Civic Association in Binghamton on April 3, 2009, and roll call.

Public Hearing 2009/2010 Budget
Trustee Semeniak made a motion seconded by Trustee McCoy to open the Public Hearing at 7:02 PM
Mayor Maciol read the public notice that was published in the Observer Dispatch on April 7th. Mayor thanked the Department Heads for their help with their budget requests along with thanking the Clerk/Treasurer for her help with the budget also. Mayor gave a summary of the budget process and spoke about the 2.5% tax increase.
Trustee Semeniak/Budget Director gave an overview of the 09-10 budget. We did not budget for any new equipment for any department this year, many cuts were made. We propose to increase the trash bags cost by $.25 per bag. We have not had an increase since we started the green bags. The total general fund budget increased 2.9% from last year with a tax increase of 2.5%.
Joe Pacini - Comenale Crescent, asked why are we paying for duplication of services, enough is enough. Mayor explained what the town taxes consists of along with what the village taxes consist of.
Trustee Bialek - it is getting tough, we have to tighten our belt and hold our spending down as much as possible. He would like to see us go back to funding our reserve accounts yearly. We need to monitor and control our expenses.
Trustee Semeniak - would still like to keep track of our repairs.
Trustee McCoy - Trustee Bialek said it perfectly. With this being my first full year in office, I'm amazed at the costs of things. We need to just hold the line and watch maintenance repairs. We need to move forward and watch our spending.
Trustee Jarosz - confident if we hadn't had all those major repairs this year, we would be adding to our reserves.
With no further comments, Trustee Semeniak made a motion seconded by trustee McCoy to close the public hearing at 7:35 pm.
Resolution 40-2009 - Trustee McCoy made a motion seconded by Trustee Jarosz to adopt the 2009/2010 budget as presented.

Mary Satterlee - New Hartford Street, has a concern with the garbage blowing around from Carolyn Court Apartments. It's blowing all over the street and into yards.
Dave Neary is aware of this and has pictures of the area. Trustee McCoy has also driving through the area and noticed the dumpster overflowing. Dave will speak to them.
Joe Pacini asked about loose garbage blowing around in County Club Court development. Dave stated it would be the owner's responsibility to clean up the area, he will contact him.
Trustee Jarosz made a motion seconded by Trustee McCoy to approve Abstract #11; General Fund vouchers A577-A646 in the amount of $96,220.22 and Library vouchers L102-L108 in the amount of $1,939.30 for a total of $98,159.52.
Trustee McCoy made a motion seconded by Trustee Bialek to approve the March Treasurer's report as presented.
Trustee Semeniak made a motion seconded by trustee McCoy to approve the minutes from the budget workshops.

Trustee Bialek made a motion seconded by trustee McCoy to approve the minutes of the April 6th Organizational Meeting.
Recreation - Trustee McCoy said the concert schedule is complete and he is working on filling the refreshment schedule. He is spending $125.00 less on the concerts this year. Also looking into paint for both clubhouses, will do a walk through with Trustee Jarosz.
Police - Chief Palmer reported the DARE Graduation will be April 20th at 6:30 PM. Chief would like to have Officer Toomey attend the May meeting to explain the License Plate Reader Program.
Trustee Jarosz made a motion seconded by Trustee McCoy to approve the Police report which is on file in the Clerk's Office.
Highway - Joe gave his report. We had an unexpected expenditure with the garbage truck, took it to four vendors for estimates and submitted them to our insurance company; we just have to pay the deductable. Mayor thanked Joe for getting the quotes.
Trustee Semeniak made a motion seconded by Trustee Bialek to approve the Highway report which is on file in the Clerk's Office.
Fire Department - Chief Glenn reported Truck 1 had a major repair. Trustee Bialek said it could have been pretty dangerous. Trustee Bialek will attend the April 20th meeting with the Town of Whitestown Fire Contract.
Code Enforcement - Dave gave his report. He also stated he would like to participate in the Open House. Joe Pacini asked how much longer it will take to finish the house across from his. Dave stated he has written the owner regarding the matter.
Trustee Jarosz made a motion seconded by Trustee Bialek to approve the Codes report which is on file in the Clerk's Office.
Engineer - Al reported Sanitary Sewer Rehab Project plans are currently be prepared for the next sewer sealing/rehab project. We are currently proceeding with the dye testing on Clinton Street to determine which sanitary sewer the buildings are connected to. Manhole Rehab Contract - OCSD is looking for an indication of interest and potential dollar values of commitment by April 24th.
Al has reviewed what it will take for us to be "shovel ready" for the Federal Stimulus Package and will proceed working on it.
Trustee Semeniak made a motion seconded by Trustee McCoy to approve the Engineer report which is on file in the Clerk's Office.
New Fire Department Member - Resolution 41-2009- Trustee Bialek made a motion seconded by Trustee Jarosz to approve the probationary status of new member George DeAngelo.
They also accepted the resignation of Jesse Fox who has moved out of the district.
Fire Department Request - Resolution 42-2009 - Trustee Bialek made a motion seconded by Trustee Jarosz to approve the request from the Red Knights Motorcycle Club to use the fire department room April 19th.
Donation to the Fire Department - The Tina and Richard V. Carolan Foundation has donated $15,700 for a new Automatic External Defibrillator from the family of Robert Brykala.
Assistance to Firefighters Grant Program - Mayor attended a workshop in Rome and has passed the information along to our Grant Writer.
Thank you from the McCoy's - thanked the village emergency personnel for their immediate response to them on January 5, 2009.
Smoke Free Mohawk Valley Resolution - Resolution 43-2009 - Trustee Semeniak made a motion seconded by Trustee McCoy to adopt a non-binding resolution in support of Smoke-Free Mohawk Valley and Reality Check's Retail Tobacco Advertising Campaign.
PDMU Request - the Planning Board would like change the definition of PDMU zone description to add single family. Resolution 44-2009 - Trustee Bialek made a motion seconded by Trustee McCoy to hold a public hearing on May 12th at 7 pm to expand the PDMU definition to include single family dwellings.
Intermunicipal Fuel Agreement - looking to return to the Town of New Hartford for fuel purchases and would like to enter into a three year contract to cut fuel costs.
Resolution 45-2009 - Trustee Jarosz made a motion seconded by Trustee Bialek to allow the Mayor to sign the Intermunicipal Fuel Agreement.
Rayhill Trial Public Hearing of 3/18/09 - Mayor attended the public hearing which talked about constructing the trail from Sauquoit Creek to Pietryka Park and to the NYM School. Construction should start next season.
Schedule Public Hearing for Fees Revision - Resolution 46-2009 - Trustee Semeniak made a motion seconded by Trustee McCoy to hold a public hearing May 14th at 7:15 pm to change our local law to revise the fee schedule for trash bags, to change large bags from $2.50 each to $2.75 each and small bags from $1.75 each to $2.00 each.
Resolution 47-2009 - Trustee Semeniak made a motion seconded by Trustee Jarosz to change the tax search fee from $5.00 to $10.00 effective immediately. Tax search fee is not part of the local law fees.
License Plate Reader Grant - received this grant in the amount $20,375 for the license plate reader in which we pay the bill and will be reimbursed from the state for the full amount.
Annual Spring Clean-up - Mayor did his annual memos to the Highway, Police and Codes.
Library Tech Appointment - Resolution 48-2009 - Trustee Semeniak made a motion seconded by Trustee Bialek to appoint Nancy Carey to the Library Tech PT position at the salary of $18,000.
Cornell Seminar - will be Thursday April 16th from 1-3 pm at Rosamond Gifford Zoo at Burnett Park, Syracuse.
Open House - this is a County Wide/Municipal Wide Event to be held on May 2nd from noon to 3 pm. The Fire Dept, Police Dept, Highway Dept, Codes, etc. will be participation along with tours of the Municipal Building and Library. Fire Dept will provide refreshments.
Council of Villages - will be Wednesday April 15th at Whitesboro, refreshments at 6:30 meeting at 7:30.
Stimulus Update - OCSD Sewer Separator Clinton Street project, this has been included in the County submission to the stimulus grant in the amount of $900,000.
Resolution 49-2009 - Trustee Semeniak made a motions seconded by trustee McCoy to authorize Village Engineer to do the work required to be "shovel ready" for the federal stimulus project.
Police Consolidation Update - this grant has been submitted in the amount of $50,000.
Intermunicipal Sewer Agreement - with the Town of New Hartford is underway.
NYRI - has withdrawn their application.
Mudd Creek Dredging Project - next meeting is April 20th.
Purchase Reminder - another memo will go out to remind department heads that there will be no purchases without prior approval other than day to day needs.
Overhead Door Maintenance Estimates - we only received one estimate, will get more.
Sauquoit Creek Clean Up will be Saturday April 18th.
National Grid is cleaning up transmission lines and reinforcing the tower bases with concrete.
Estimates for entrance door and windows, we have one estimate we need to get more. Trustee Bialek said we need to take steps to replace windows and some lights - general maintenance needs.
The New York Mills Historical Society will hold an Open House May 17th.
The Court received a grant for equipment from the Office of Court Administration.
Trustee McCoy - Little League will be starting April 25th, field clean up this weekend.
Trustee Bialek - nothing
Trustee Jarosz - the Pearl Harbor flag has been repaired.
Trustee Semeniak - nothing
Trustee McCoy made a motion seconded by Trustee Semeniak to adjourn the regular meeting at 8:50 pm and to enter into executive session to discuss personnel matters with the Police Department, Library and Fire Department.
Trustee Semeniak made a motion seconded by Trustee McCoy to exit executive session at 9:37 pm and re-open the regular board meeting.
With no further business, Trustee Semeniak made a motion seconded by Trustee McCoy to adjourn the meeting.
Mayor Maciol adjourned the meeting at 9:37 pm.
